Each member of ECESS has to sign a consortium agreement. This consortium agreement contains the goals of ECESS and the organisation as described above. Further the principle, that each item (module, language resource, tool) has to be evaluated/validated and only the delivery of positively evaluated/validated items of an institution grant the right to have access to the other positively evaluated/validated items. The delivery and access is performed within each college. The items are restricted to license free research use, but should be available for commercially use under preferable market conditions. The specific rules (e.g. how to run the evaluation) are established by each college separately.
